Resumen

The failure of the Spanish monarchy in its attempt to administer the military supplies directly forced in to maintain a constant relation with particular suppliers. In order to assure the provision of these supplies, it developed a policy to encourage the suppliers by means of conceding of privileges and monopoly. But this reduced the number of suppliers and conditioned the expectations of business. This policy clashed with other policies of royal promotion, and the crown changed the rules of game continuously. In the end, the security of privileges and monopoly offered by the crown became a constant risk and uncertainty for the suppliers.
