Zusammenfassung

This work analyzes the responses to oil supply crises and, in particular, the configuration, techniques and tools used to structure the governance of strategic stockholding. First, it deals with the origins of oil stockpiling systems as a response to the oil crisis in the 1970’s, with a Soft Governance model and trans-governmental cooperation. Then the international mechanisms and tools adopted within the framework of the International Energy Agency are studied. Finally, we consider the process for harmonization and the complementary nature of the international and EU systems, which form a multilevel system based on solidarity and cooperation, together with a hybrid model for governance combining elements of Hard Law, Soft Governance and Governance by Indicators, which can be extrapolated to other international or regional energy fora.
